The TD-SCDMA Forum is an open, international body for promoting the global uptake of TD-SCDMA (Time Division-Synchronous Code Division Multiple Access) technology, which is a 3G mobile telecommunications standard being pursued in the People's Republic of China. TD-SCDMA is a 420-member organization in which Director-level membership is held by 16 members, including the Chinese Academy of Telecommunications Technology. MCCI joined the TD-SCDMA Forum in 2003 and is one of 23 senior member organizations.

"MCCI has supported the rapid development of TD-SCDMA during the last three years and believes that China’s homegrown technology will be a great success....As HSDPA and other technologies come along, the world will move from a PC-centric world to a mobile, network-centric world," Terry Moore said. "TD-SCDMA will help bring the benefits of these developments to the Chinese market." MCCI expects to contribute by expanding its offerings in two directions: bringing more functionality to handsets (such as enhanced connectivity for media-player phones) and developing new ways to connect handsets (for example, Ultra Wideband, UWB). "MCCI's rapid growth in the last few years has really stressed our existing facilities," said Terry Moore, President of MCCI.
